Hexagon was developed for UNESCO in support of development work in 1975, under supervision of Richard D. Duke (University of Michigan). The game revolves around trade activities between regional settlements and between regions, the aim being to maximize the distribution of goods and services at a national level. As it also proved capable of dramatically exposing problems of multi-layered organizations in the Western world, the game has also long since been used for simulating decision-making and management processes in complex organizations.
